As a side note, but I believe a related issue, my dwarfs will store charcoal in a stockpile I have for it, but they will not store coke in that same stockpile. Charcoal can be used as a substitute, although this uses up your supply of wood. My dwarfs just won't haul bituminous coal to that stockpile.
